In 2026, FSC packaging certification will no longer be merely a sustainability argument but a piece of documentary control for procurement, ESG, and compliance. The PPWR, EUDR, and Law 7/2022 do not make FSC mandatory in themselves, but they do increase the demand for traceability in cardboard, paper, and wood packaging. 1. What FSC Certification Really Is

The Forest Stewardship Council (FSC) is an international non-profit organization founded in 1993. It certifies that wood and cellulose fiber come from responsibly managed forests, balancing three pillars: environmental, social, and economic.

Unlike other labels, FSC stands out for three features that matter in auditing:

2. The Three FSC Labels Explained

When a box arrives at your warehouse, the printed label says something different depending on the variant:

FSC 100%

All fiber comes from FSC-certified forests. This is seen more in premium graphic cardboard than in industrial corrugated cardboard.

FSC Mix

FSC Recycled

The product is made with 100% recycled material, pre-consumer and/or post-consumer. Common in corrugated cardboard, stationery, and packaging with a high proportion of recovered fiber.

How to read the label. Every valid FSC label must show the type of label and an FSC C###### license code. This code identifies the authorized holder to use the FSC brand on the product label. On the invoice or delivery note, what must appear to maintain chain of custody traceability is the supplier's FSC CoC certificate code and the applicable claim.

Practical decision: if your client asks for FSC, ask for FSC. If the tender accepts equivalent forest certification, PEFC may also be valid. What should not be accepted in a serious B2B purchase are generic "eco" or "green" claims without a verifiable certificate, product scope, and claim.

4. The Chain of Custody (CoC): The Heart of the System

This is a separate certificate from the forest certificate. It covers any company that processes, transforms, prints, distributes, or re-labels FSC material. An FSC paper mill produces FSC reels, but if they pass through a transformer without CoC, the output can no longer be called FSC.

The reference standard is FSC-STD-40-004 and it includes three models:

  • Transfer: the FSC claim of the input is directly transferred to the final product when it is not mixed with material of another category.
  • Percentage: an FSC percentage is calculated on the total inputs and applied to the output.
  • Credit: FSC credits equivalent to eligible inputs are generated and consumed when selling a product with an FSC claim. This is common in industrial processes with mixed fibers.
  • The key phrase on the invoice. For an order to count as FSC, the supplier must include on the invoice or delivery note the product, quantity, FSC CoC certificate code, and applicable claim, for example "FSC Mix Credit" or "FSC Recycled Credit". The FSC C###### code is the license code for using the brand on the label; by itself, it does not replace the documentary claim of chain of custody.

    Regulation (EU) 2025/40 — PPWR

    The PPWR entered into force on February 11, 2025, and its general application begins on August 12, 2026. It progressively replaces Directive 94/62/EC and applies directly in the EU. Critical points for cardboard:

It requires demonstrating that products within its scope do not come from deforested land after December 31, 2020, and demands due diligence, origin traceability, and, where applicable, geolocation.

    FSC does not replace the EUDR declaration nor exempt from due diligence. However, it can be very useful supporting evidence, especially if the supplier can provide a valid certificate, correct scope, documentary claim, and origin data compatible with the EUDR analysis.

    Law 7/2022 on Waste (Spain)

    Law 7/2022 creates a special tax on non-reusable plastic packaging: €0.45/kg of non-recycled plastic. Pure cardboard is not subject to this tax; if the packaging combines cardboard and plastic elements, only the part of non-recycled plastic within the scope of the tax is taxable.

    Extended Producer Responsibility is developed in Spain through Royal Decree 1055/2022 on packaging and packaging waste. The PAP 20/21/22 material marking is voluntary until European regulations state otherwise, although it may be advisable to guide recycling and avoid communication errors. If environmental markings are used, they must be verifiable and not suggest that the packaging can be abandoned in the environment.

    Asking for the logo is not enough. Steps for a serious audit:

    1. Ask for their FSC C###### license code if they will use a label on the product and their FSC CoC certificate code if they will sell you material with an FSC claim.
    2. Verify the certificate in the official FSC search engine: company name, status, scope, covered products, and validity date.
    3. Check that your product is within the scope of the certificate.
    4. Demand an FSC claim on the invoice and delivery note. Without a documentary claim, that order does not maintain chain of custody even if the supplier has a certificate.
    5. Request a copy of the certificate in PDF and save it.
    6. Audit consistency: product purchased, declared claim, valid certificate, and reasonable volume.
